Market Edition — IEEPA Refund Portal Goes Live
Field Notes · DOVR Retailer Intelligence — 7-Day Lookback · April 20, 2026
The 60-Second Version
The IEEPA tariff refund portal goes live today. CBP launched the CAPE system at 8am EST — up to $127 billion in refunds are now eligible in Phase 1. If you imported anything while IEEPA tariffs were in effect, file your claim now. Valid refunds are expected within 60–90 days. This is real money coming back.
The Iran ceasefire expires Tuesday night. Oil is already climbing — Brent back near $95, gas at $4.05. Energy Secretary Wright says gas won't drop below $3 until next year. The Strait of Hormuz is still partially restricted. If the ceasefire collapses, prices spike again. If it holds and a deal emerges, relief is still months away.
Google's AI director just coined "Agentic Engine Optimization" — a new framework for making your site usable by AI agents. Chrome 146 ships WebMCP, letting AI agents interact directly with website tools. AI-referred traffic now converts 42% better than non-AI traffic. Your site now has three audiences: humans, search engines, and AI agents. And High Point Market kicks off this week — 1,500+ brands, nearly 70 new exhibitors.
Writing this going into High Point. The energy is cautious but real — everyone's talking tariff math, AI discovery, and which design directions will actually move product. The conversations happening here are the ones that matter for the next 12 months. More to share next week...
Tariffs & Trade
The IEEPA tariff refund portal launched today — April 20 at 8am EST. CBP's new CAPE system processes refund claims for duties paid under the now-struck-down IEEPA tariffs. Up to $127 billion is eligible in Phase 1. Refunds expected in 60–90 days.
If you imported anything while IEEPA tariffs were in effect, this is your window. File through the ACE Portal using a CSV upload. Phase 1 covers unliquidated entries and entries within 80 days of liquidation.
Section 301 public comments closed April 15. Hearings begin April 28 for forced labor and May 5 for industrial excess capacity. USTR is moving toward permanent tariff authority before Section 122 expires July 24.
Section 232 tariffs still apply to the full customs value of products with steel, aluminum, or copper — effective April 6. Metal bed frames, table bases, shelving, and hardware are directly impacted. Duties up to 50%.
The dominant r/smallbusiness thread this week: "Has anyone actually gotten IEEPA money back yet?" Not yet — the portal just opened. But the process is live and the clock is ticking.
Consumer Spending & Retail Health
The Iran ceasefire expires Tuesday night — April 22 at 8pm ET. The situation is fragile. Iran restricted Strait of Hormuz access this weekend. Oil jumped 5% in Monday trading. Brent at $94.57. Gas at $4.05 nationally.
Energy Secretary Chris Wright says gas won't return below $3 until next year. Even if a lasting deal emerges, it takes months for oil shipments to normalize and prices to fall. Fuel prices go up like rockets and down like feathers.
Consumer sentiment remains at its historic low of 47.6. Retail sales data for March is expected to show 1.3% month-over-month growth — driven mainly by higher-income households. Lower-income spending continues to contract. The spending-sentiment divergence is the widest it's been.
The closure cycle continues. 17 furniture retailers closed or filed bankruptcy in Q1. Furniture store sales down 8% since 2022. The frozen housing market — mortgage rates climbing since the Iran conflict — remains the primary drag.
One clear signal this week: consumers are researching more before buying. Every purchase feels bigger when gas is $4 and the news is bad. The retailers making the purchase feel safe and justified are the ones converting.
AI & Search
Google's AI director Addy Osmani coined "Agentic Engine Optimization" on April 11. It's the practice of structuring content so AI agents can actually use it. This is now an official framework.
Chrome 146 ships WebMCP — a protocol that lets AI agents interact with website tools directly. Your site can now expose structured actions that agents can execute. Being the tool an agent recommends is becoming as valuable as ranking #1.
AI-referred traffic now converts 42% better than non-AI traffic per Adobe Digital Insights (April 16). AI Overviews appear on 48% of tracked queries — up 58% year over year. On shopping queries specifically, AI Overviews appear on 14% — up 5.6x from November 2025.
93% of searches in Google's AI Mode end without a click to an external site. Zero-click is accelerating faster than anyone expected.
Your site now has three audiences: humans browsing, search engine crawlers, and AI agents fetching. The retailers who optimize for all three will dominate discovery. The ones who only think about traditional SEO are building on a shrinking foundation.
LLM bots still crawl 3.6x more than Googlebot. The March core update's emphasis on Information Gain and E-E-A-T is permanent.
Shopify & Agentic Commerce
Shopify's Agentic Storefronts continue scaling. Millions of merchants live across ChatGPT, Copilot, Google AI Mode, and Gemini.
The Universal Commerce Protocol (UCP) — co-developed with Google — is gaining traction outside Shopify. 32 non-Shopify stores adopted it this month vs 15 last month. If this doubles again in May, UCP becomes a multi-platform standard, not just a Shopify project.
McKinsey estimates the global agentic commerce opportunity at $3–5 trillion by 2030. This isn't speculative anymore — it's infrastructure being built right now.
Product data quality remains the gating factor. The r/shopify conversation is all about "why aren't my products showing in ChatGPT?" The answer is always the same: incomplete titles, missing dimensions, vague descriptions, no material specs.
Non-Shopify brands can join via Shopify Catalog. Platform doesn't matter anymore — data quality does. Give us a call about this.
Design Signals
High Point Market kicks off this week — April 25–29. Over 1,500 brands. Nearly 70 new or expanded exhibitors across upholstery, case goods, lighting, rugs, mattresses, and decor.
The theme this spring: "Collage." Artfully mixing patterns, eras, and styles to look collected over time. Traditional design is back — permanence, history, "forever furniture" that anchors a room.
The color story is warm. Creamy ivories, muted sages, complex earth tones. Deep brown walnut is the dominant wood. Green functions as a neutral. Accent colors: Oak Ocher, Maple Spice, deep Merlot.
Skirted silhouettes are back in a big way — dining chairs, sofas, accent pieces. Wallpaper is having a moment with large-scale murals and oversized florals.
Multifunctional furniture is the new standard. Storage isn't an extra — it's expected. Wellness-driven design is woven into products: lighting that matches circadian rhythms, ergonomic seating, comfort-first engineering.
Bird motifs everywhere — wallpaper, textiles, case goods. Resort-inspired indoor-outdoor living gaining fast. The Palm Springs aesthetic has real commercial momentum.
Essentials For Living is opening a 23,000 sq ft flagship showroom. Visual Comfort previewing new spring collections.
Community & Content
TikTok Shop is projected to exceed $23 billion this year — larger than Target, Costco, Best Buy, or Kroger's ecommerce. Half of US social shoppers will buy on TikTok in 2026.
New fee structure: flat 3.5% on total GMV plus 1% during campaigns, effective April 2026. Smart Promotion replaced Co-funded Promotion on March 3.
Instagram shifted to external checkout for most merchants as of August 2025. Users now redirect to the brand's site — more friction than TikTok's native checkout. Over a third of US Instagram users are still expected to buy through the platform.
Social commerce overall projected to exceed $100 billion this year. The furniture category hasn't fully arrived on any social platform yet. Entry point remains: decor, lighting, accents, textiles. Short-form video in real rooms continues to outperform everything else.
Reddit remains the trust engine. Authentic participation in r/HomeDecor and r/furniture surfaces in Google and AI results for weeks. The compounding trust dividend is real.
